Relationship to Low-overhead bitstream format should be clarified #166

As raised in this MPEG-2 TS issue https://github.com/AOMediaCodec/av1-mpeg2-ts/issues/42, not having the size field in an OBU is not compliant with the Low-overhead bitstream format. I don't think that is a problem per se as what's in the MP4 file does not need to be exactly what's exported from the MP4, and fed to the decoder, but having a note would make it clearer.

Or actually, the NOTE exists but maybe we should say that the stream as is is not strictly compliant to the video spec

Discussed in the WG meeting and we think the current NOTE is clear enough.
