I have some concerns about the general sectioning of the spec:
It is unclear to me why Descriptor is Section 3 and not in Section 4.
Section 4's title is "Carriage of AV1" when this is the entire purpose of the specification.
The subsections of section 4 and their titles are not always clear
It should be easy, from the table of contents, to locate sections defining how to identify that a AV1 stream is there, and separately what the constraints are on this stream
It should be easy to understand from the table of contents that the actual encapsulation requires defining constraints around: start code and EPB; PES packet (RAP, PTS, ...); and buffering.
So I would suggest adopting the following structure (not introducing any new text, just moving text around):

2 Identifying AV1 streams in MPEG-2 TS
2.1 Registration Descriptor
2.2 AV1 video descriptor (potentially renamed depending issue #8)
2.2.1 Syntax
2.2.2 Semantics
