After offline call with AVS3 proponents & discussions in DVB, the considered approach is to :

Define a "generic" AV1 video descriptor in our spec.
In DVB, indicates that this generic descriptor is carried as the payload of a private data specifier descriptor (registration ongoing)
If other SDO needs this descriptor (e.g. ATSC), they can carry this generic descriptor in their own environment, with the tags they want.

@cconcolato for some reason, the HEVC reference I've added to document appears as "Informative Reference", I'm not really familiar with respec, I might have missed something but I've included this in local reference similarly to other refs (MPEG2TS, etc ...).

Hi, @kierank can you merge this please ? The codepoint registration to DVB for a private data specifier has been confirmed today. We'll move forward with 101154 using this approach. Thanks, THibaud
