Remove draft status #236

The AV1 RTP payload specification is final, so it would be desirable to formally upgrade it from a draft to a final deliverable.

Fix for #231

The proposed change looks good to me.
I'm not familiar with the git-hub review process, so let me know if there is some action, in addition to this comment, that is required of me as a reviewer.

@mhoro What are the next steps to close on this? Do we need to get approval of the AoMedia Board, or the RTC sub-group (or Codec WG)? Or can we just merge the PR?

My preference would be to merge; however, I've cc'd Adrian to ask for his guidance.
