[WIP] Translation of Kleopatra #25

The lack of translations for GnuPG tools and frontends is a great obstacle for advocating the use of cryptography to protect personal data in China.

Kleopatra from KDE is a full-functional frontend for GnuPG and is used by Gpg4win. But the translation is incomplete. I'm working on the translation of Kleopatra on my spare time, and don't expect me to finish this project before 2017.

Is there anyone who has time to send an E-mail to the upstream to notify the contributors of KDE-CN not to waste time on this program? If so, please remove the "help wanted" label afterwards.

I do have an email subscription to the list, I can bump them up once we have got the stuff ready - @liushuyu is currently working on pushing the translation further.

I have a done translation of GPA 0.9.7 that can be used to help populate the TM and establish a consensus on terminology. It never made it through gnupg-i18n's moderation (meh), but anyway here is the patch...

Unfortunately, msgmerge only found 8 fuzzy matches and 7 of which are garbage match. So we can't be lazy this time if we want to finish this one.

BTW, we could msgmerge from old version. It may reduce our works.

This file has already done with msgmerge from old version AFAIK
