Describe the bug Devices without support for screen off gestures show an empty menu

To Reproduce Steps to reproduce the behavior:

  1. Go to Settings.
  2. Tap on System.
  3. Press Gestures.
  4. Open Screen off gestures.

Expected behavior Screen off gestures should not appear when no gestures are supported.

Actual behavior An empty menu with a toggle appears.
