cellular data in new sim card

Describe the bug after inserting new sim card , cant use cellular data in second sim card (only sim 1 can be used for data when i replace second sim)

To Reproduce Steps to reproduce the behavior:

1. make sure you already using 2 sim card, i mean both sim slots are filled
2. replace one of them with another sim card
3. try to use data in that new sim card, like using data switch toggle or simply from network setting

Expected behavior you should can use cellular data in both sim card

Actual behavior only can use sim 1 data ( i replaced second slot with new sim card )

Device (please complete the following information):

• Manufacturer and Model: Redmi 8A ( Mi439 : Redmi 7A/8/8A/8A Dual)
• Build: Topaz 2

Additional context this issue also exist in awaken OS but its ok in lineage and all lineage based roms i have tried like crdroid,spark ,.. not that we always changing sim or something but yesterday i bought an internet package in my another sim and i tried anything to use data in that new sim but i couldn't , only could after factory reset ( after factory reset issue doesn't fixed but just this two sim get recognized by rom and again if you try new sim you cant use data there )
