add hover effect to change colour of active projects section #111

Implement a CSS hover effect that changes the text color of the "Active Projects" section to orange when the user hovers over it in the Projects page. The goal is to enhance user interaction by providing a visual cue that the section is interactive. Ensure that the hover effect is smoothly applied and does not interfere with the existing design and accessibility standards.
