Controller should be able to install the plugins

Controller nowadays depends on the plugins to be already installed and running.

The controller should be able to install and execute missing plugins.

This may requiere:

[ ] Embedding the firewall crate
[ ] If the socket IPC connection fails, spawn the embedded crate and retry the connection
