Add markdownlint to GH Actions #78

Adding markdownlint step configured only for blank line rules to GH Actions.

Do you have a sense how much this changes evaluation time? Can you provide some bench marks?

Going to close this for now, but we really appreciate the thought into the runner for this. We can reconsider when we can review benchmarks relative to our existing runner.

Sorry totally forgot about this. I sense it would have minimal performance differences, it's just linting a relatively simple markdown file so even if you throw a 100 rules at it, should still be snappy, but don't have the bandwidth to investigate further right now.
