Update to Tech Division Newsletter Articles (As of 2023-10-31)

Should we keep these out of the repo and only for division members? It might be worth its own repo.

One way to manage that might be to roll with the idea from one of our members to launch a wiki. The wiki could remain native to GH within a private repo https://docs.github.com/en/communities/documenting-your-project-with-wikis/about-wikis#:~:text=If%20you%20create%20a%20wiki%20in%20a%20public%20repository%2C%20the%20wiki%20is%20available%20to%20the%20public.%20If%20you%20create%20a%20wiki%20in%20a%20private%20repository%2C%20only%20people%20with%20access%20to%20the%20repository%20can%20access%20the%20wiki.%20For%20more%20information%2C%20see%20%22Setting%20repository%20visibility.%22 (the advantage here is we wouldn't need to pay for hosting), and there are a few authentication options available which could allow us to give members access to it in a quick and easy way (we'd definitely need to do a good job of managing links so they don't get lost on the site once they log in for the first time).
