Describe in detail what your pull request accomplishes

Switches from a maven to gradle build system.
Removes 1.19.4 support (conflicting mappings options on Spigot vs Paper).
Switches to mojang mappings for the 1.18.2 and 1.20.6 worldhandlers.
Switches from shading libraries to the libraries key in plugins.yml.
