Drop 1.18.2 support #711

Describe in detail what your pull request accomplishes

As discussed in a number of PRs, issues, and internal discussions, our continued support of 1.18.2 has left us with a lot of code bloat that is no longer needed due to the superior Paper APIs.

This PR removes 1.18.2 support, bumps the API to 1.20.6, and moves the minimum Java version to Java 21.

When I created this PR I expected it to be weeks, if not over a month until AP was updated, man was I wrong.
