Check_all_hours.php not being generated #15

May be related to permissions/session bug. See check_all_hours.php

Bug is now most likely with tr.row_1 there's probably a bracket missing somewhere or something like that.

Problem was that the "Non-APO Hours" part of the sql query needed to be in single quotes instead of double quotes to comply with modern day PHP standards.
