Temporary fix for the PVPositionerSoftDone #163

Devices that use PVPositionerSoftDone are getting stuck if sent to the same position as the current one. This is meant to be temporary until this gets resolved in apstools (https://github.com/BCDA-APS/apstools/issues/725).
