Adds the "raman_instrument" that is setup in the wet lab. Contains new support for the laser controller and Princeton camera.
There is one design choice here: the file names from the camera are "human readable". This is done because the header of the file contains important information (mainly the pixel to wavelength conversion) that is not captured by EPICS. So a typical data analysis will involve opening these files directly instead of through Bluesky (that's also why the file name info is "hinted").
