Manage db update #55

Modifies the manage_db.to_databroker so that it will also handle external files.
Adds testing to the Lambda handler.
Modifies the Eiger and Lambda handler filestore name so that it is more unique.

Note that I could not create testing for the Eiger because I couldn't pack any run that used it, see #54.
