Sugar Module: Add new manager rules for irrigation and lodging #531

The word doc shows in technicolour what code I have added to sample.par file from APSIM 5.3 and it should be clear which parameters will need to be in the GUI for users to change. I checked the changes and the they work OK in v5.3

Please change the transpiration efficiency in the sugar.ini file from 0.0080 to 0.0087 g/g/kPa

We may add new rules for detachment at a later stage

Geoff Inman-Bamber uses these manager rules. (See the word document attached)

I think that I had to add them to some simulations he wanted me to run.

I think that they tweak the model to make irrigation and lodging a bit more realistic.

I guess we should really be changing the source code instead of adding manager rules.

I thought it might be good to add them to the Sugar Toolbox so that all users would have access to them.
