When the GUI maps SW from one layer structure to another it contains all the mapped SW values to CLL. We don't want this #958

If the user enters a shallow soil sample, the values should be mapped to the deeper layer structure to match the other profile variables. Currently it then contstrains the mapped SW values to CLL. It should only constrain the SW values below the soil sample layer structure.
