Regional setting still break APSIM #987

Date settings still cause havoc with APSIM. Any regional setting other than UK or Australian English does not work. This really needs to be addressed given the fact that APSIM is gaining a larger international user base.

I can't reproduce and date issues in APSIM 7.5. I played with the build on a windows XP VM with the US date format and all seemed ok.

We can't support the comma as a floating point seperator. Too hard with Fortran modules. For ApsimX we'll fix this.
