Different Zadok model for winter cereals #4699

We have used the one Zadok model for all winter cereals (ZadokPMF.cs). We have now updated the phenology model in wheat and therefore we needed to duplicate the code for wheat. The different crops should use different zadok models in any case (e.g. barley flowers in the boot, not after ear emergence). I suggest that the three models be changed to implement a zadok model specific to that crop using functions rather than C# code. The zadokPMF.cs file can then be removed.
