Downloading weather from NASA POWER w/ CHIRPS rainfall has all zeros for rainfall #8272

What happened?

Using APSIM 2023.9.7307.0 , when using the interface's download weather option for NASA POWER with CHIRPS rainfall all the daily rainfall values are 0. Other weather values are fine.

What Operating System are you on?

Just tried this and it seems to be working now. Might have been a problem on NASA POWER's end.

I have done a bit more investigating. It does not work at latitudes of 50.4 or greater. Presumably this is because CHIRPS coverage is from 50N to 50S (I did not check the far south of south America, but I am guessing it would have the same problem). The solution would be to default to NASA power rainfall values when a user request a location outside of the CHIRPS coverage.
