19 preprocessing to further clean openaq data #21

Description

Adding additional preprocessing to deal with json structure returning empty dictionaries and adding coordinate extraction Fixes #19

Install the local cli
```
pip install -e .
```
Export all your environment variables
```
openaq-engine cohort-builder
```
