Various Reporting Issues #753

There are various issues with the summary report:

  1. Analysis period in Parameters tab is incorrect
  2. Work Type Categories in Bridge Summary Tab should be listed by work type, not just total (as already done in Bridge Work Summary by Budget tab)
  3. System is highlighting No Treatment options when added in through the automatic "No Treatment" additions (see attached file
