When a user uploads a committed project, they get two messages #832

When a user clicks upload on the committed projects dialog without providing a file, they get two messages:

  1. Failure: File not found (working as expected)
  2. Success. Will send an email when upload is complete (wrong!0

No committed data is actually removed.

This needs to be fixed so that only the error is shown in the pop up message.
