Provide template comitted project sheet when no committed projects are in the system

If no committed projects are in the system, the application will return nothing. While this is expected behavior, it is not desired behavior as there is no direction to the user on how to add committed projects. The owner has asked us to provide the user with a template file when no committed projects exist that could be used to generate the intial committed project list.

• [ ] Create template file
• [ ] Implement delivering the file when no committed projects exist
• [ ] Make any changes to the committed project sheet when committed projects do exist that address changes and improvements to the template
