Unable to add users in the BAMS user role

Users assigned to the BAMS user role are not showing up in the eligible user list. Users are being pushed to the No Role screen.

User name should be PD-BAMSUSERS

Confirmed with Bruner. PD-BAMSUSERS is for planning partners. @johnimalmberg to change PD-BAMS-PlanningPartner to PD-BAMSUSERS

This has been changed. @jdavisDOT has requested a test account so that we can ensure it is working.
