Calculate return levels for precipitation #17

Calculate return levels for precipitation e.g. 20, 50, 100, 200 and 500 yr return levels for daily precip.

This requires some more thought as we'd need to confirm the best model for calculating the return period estimates. Put this down the priority list until we can have more discussion.
