Warning on base period shorter than limit #7

Caution users if they select short base periods (e.g. show a warning if they specify <= 15 years for a base period but allow them to continue if they wish).

An alternative is to not allow them to calculate the index if the base period is too short but a warning at least seems like a good idea.
