New insignias and arc misc cleanup #149

New insignias added, as well as cleaning up arc misc into a data folder, which includes the new insignia files, and the spotlight and spotlight 2 files

Edits made, all pathways should now end in .paa where relevent. Also regarding the role shields option, all are included and are in the code - looked both in the code and tested it out by replacing my arc misc file in game. Should all be working
