Needs to install the following components:

[ ] SOLR cloud instance - using Dave's Docker compose file for now. Might be only way to install opn one machine or we use 3 machines
[ ] Nginx config for React & SOLR API URL mapping
[ ] checkout /data/arga-web code repo for React app resources
[ ] HTTPS certs, etc.
