Pinned tags #5

Would be great to allow pinning of tags in the selector.

Pinned tags should be stored as user data per each root.

Pinned tags must be represented in linear tags selector before any other tags.

In linear view, pinned tags must be ordered by popularity, the same as other groups of tags. In graph/cloud view, pinned tags should be highlighted.
