ADD: Hysplit reader in io module #791

Hello. I have added a HYSPLIT trajectory reader in the ACT io module along with an example of how to use GeographicPlotDisplay to plot the trajectory.

[x] Xarray Dataset or DataArray variable naming follows 'ds' or 'da' naming

@rcjackson I left one comment, I also did a release for the arm_test_data repo, just waiting on conda-forge to pick it up.
