ADD: EMC^2 and PySP2 tutorials for ARM/ASR meeting #69

Hello, I'm now adding an EMC^2 introduction and tutorial notebook for the ARM/ASR meeting. This case analyzes simulated radar variables from a E3SM Hindcast analyzed by the LLNL folks and shows some of the new functionality Jingjing Tian put into EMC^2 this year.

Both PySP2 and EMC^2 tutorials are here in the correct directory.
