branch llvm-18: add patch for better support rtti and exception #430

Would it be possible to add in branch llvm-18 a patch 0008 for project-llvm that apply the changes from the upstream commit:

18f11665

Multilib support for libraries with exceptions (#75031)

For better multilib matching explicitly match -fno-rtti and -fno-exceptions
