Recommend SMCCC >= 1.1 #116

This is to follow up with the EBBR call of Feb 12.

As Etienne mentioned during the call, SMCCC_VERSION discovery must happen through PSCI_FEATURES when an SMCCC <= 1.0 is implemented. Recommending >= 1.1 does not solve this completely but gives a sane advice to implementers, at least.

Some more context:

Arm BBR does require SMCCC but there is no requirement on the version. No version before 1.1 is mentioned.
TF-A does implement SMCCC version >= 1.1 since v1.5 in 2018.

The change looks good to me.

Looking at "Future versions of this specification will only allow PSCI and SMCCC, and they should be implemented in all new designs." When will we make that change?
