Revive ESRT requirement and require authenticated capsules in FMP format #94

I would like to propose reviving the ESRT requirement, please. Upstream U-Boot supports the ESRT since v2021.07, which makes this new requirement realistic.

Also, require authenticated capsules in FMP format.

This is in preparation of Arm SystemReady IR 2.0.

Updates via capsules are optional in v2.0 of EBBR. Requiring an ESRT if there is no firmware to be upgraded does not make sense. So the ESRT should only be required if capsule updates are implemented.

Closing: I will separate ESRT from authenticated capsule and clarify ESRT requirement depending on update capsule.
