How should SDM plugins be structured when installed in a debugger/tool?

In my mind, the primary question is whether zip archives should be used to make an SDM encapsulated.

This issue may be left for post-v1.0.

Fyi, I'm strongly leaning towards closing this for v1.0 as:

Essentially no distribution or offline format defined except that there is a group of related files whose relative paths must remain unchanged from distribution through runtime.
At runtime all SDM files must be accessible directly through the filesystem. (So if they were in a zip, they must be extracted somewhere before running the SDM.)

From an IAR point of view, this is not very important at the moment. Either way (zip or not), will probably work out in the end. Meaning: you can tick the little green checkbox in the IAR column in the topics list for v1.0 in the pdf with respect to this.
