Add documentation to platform ports without it #598

The ~RockChip~ and MediaTek ports don't have any documentation about how to build the code. It would be useful to have a short text file explaining the build options that the user is supposed to use build the code (like the other platforms).

@vwadekar You should also add information about T186 to docs/plat/nvidia-tegra.rst. It only mentions T210 and T132.
