Document API for Core #2

Need to document the API for interfacing with the core. Must be readable by other developers working on other modules that will interface with the core.

Since this is a private repo, we can use the Wiki as a place to put the documentation so all collaborators can see it.

Added the page on wiki, need to wait for issue #1 before filling it in

Issue #1 is closed, which removes all dependents. This issue will be updated as more modules are created.

Being placed on hold until more Core API calls are needed from other issues

@hokiestem23 Just go through the Core API Calls page on the Wiki and clean it up. The wording right now is weird, there's spelling errors, and some of it just plain doesn't make any sense. Comment below if you need help.
