relates to ARMmbed/ble#151 I haven't been able to demonstrate this yet because I don't yet know the APIs to fetch IRKs used in the case of PRIVATE_RESOLVABLE_ADDRs.

I'm closing this one since https://github.com/ARMmbed/ble/pull/151 will not make it into BLE
