Point to gcc-arm-embedded cask #39

Homebrew now provides the gcc-arm-embedded cask.

Combined with #38, this PR recommends to use new cask, and keeps this formula for the last release on the now deprecated https://developer.arm.com/downloads/-/gnu-rm.

This PR is important as I find this ArmMbed tap no longer works (i used it in fall 2022 quite a bit OK, but now a year later it fails on build :

"arm-none-eabi-gcc: fatal error: cannot read spec file 'nosys.specs': No such file or directory"

Whereas the new compiler cask works fine:

brew install --cask gcc-arm-embedded
