Make execution environment available to the test

Changes:

Make test aware of the environment. This helps in mbedtls testing where the host test need to run tests from test vectors file.
Fix notify_complete not being able to terminate the test.

@bridadan @adbridge Please review. Needed by mbedtls on target testing.
