Another attempt to create PR that can be merged to mbed-os.

This version contains the new API and functionality as separate files, which are selected at compilation time if the "MBED_CLIENT_C_NEW_API" macro is defined. This allows us to modify and develop the sn_nsdl and sn_grs modules as we wish while still maintaining 100% backward compatibility with previous released mbed-client modules.
