Removed TFM_PERIPH_ACCESS_TEST in build_tfm.py #130

This test has been removed in the following versions of TF-m.

Could you please update the commit message to use imperative mood? "Remove" instead of "Removed".

Please also put in the commit description the reasoning for removing the test. The reasoning is in this PR, but it should also go into the commit message.
