Remove `VERSION.txt` tracking from this repo #97

The idea of VERSION.txt is to indicate the version of binaries in a repository. But this repository does not track binaries anymore, so VERSION.txt as a maintenance overhead can be removed.

We still keep the copy in Mbed OS which tracks binaries and imported files for supported targets.
