Add license headers to source files which are missing them #19

It is my understanding that PackageLicenseDeclared has been replaced with SPDX-License-Identifier, like in the examples that I've sent yesterday. For example:

@autopulated, please confirm that SPDX-License-Identifier is the thing that we need to use.

It seems that the way of declaring the SPDX line varies in various reops and we don't have a clear way to do it, so please ignore my comment for now and go ahead. +1.
