Update README with GENERIC board information #25

A "generic" board is a mbed-os "virtual" target with a pure STM32 MCU.

Goal is to make real custom boards creation very easy as we ensure that build has alrady been tested.

Check the GENERIC_TARGET branch in this repo:

PeripheralPins.c and PinNames.h for each MCU
CMakeLists.txt updated to enable build with CLI2
custom_targets.json updated with the correct "device_name" and "inherits" information

Status with mbed-os-6.15.0 : 286 generic boards added and tested
