New mnemonic tables from DWD #2

I have received a table update from DWD including mnemonics for new table versions; files mnem_000 through mnem_016 are the same as we have in repo, files mnem_017 through mnem_026 are new, is it safe to add the last ones to repo, extending the list in Makefile.am? Is there a chance they may be useful (BUFR table version?)?

I added the new DWD tabellen for the mnemonics up to v. 26, this is really the table version indicated in the BUFR message. I also added a tabellen_v3 directory with the tables in the new format v3 which will be the only one supported in the future, so we can think of adapting mnemo.cc.
