Version 0.9.5 is available, but is required at least eccodes-2.16.0 - otherwise an error is raised during the tests:

AttributeError: function/symbol 'codes_bufr_extract_headers_malloc' not found in library 'libeccodes.so.0.1': /lib64/libeccodes.so.0.1: undefined symbol: codes_bufr_extract_headers_malloc

eccodes-2.16.0 is available for Fedora 32 only (and in testing for Fedora 31).

Moreover: python-eccodes-disable-tests-without-inputfile.patch may be removed.
